That's interesting in itself. If we're talking 'master-crime' then drones seem to be the way of the future. Forget about the prosthetic make-up - just pilot in an armed-drone - they won't know how to trace it. Especially if it explodes.

I'd be surprised if it was China or the other touted state-acting suspects - why would you telegraph your capability without actually doing anything?

It could be an internal psy-op aimed at ramping up trackability of drones by private owners. It's long been known that drones are a key component of any modern war. If they currently have no way to identify recreational-use from enemy attack, you could imagine they'd want the power to determine that. Whether that's good or bad, i don't know, only saying it's what i would be doing if i were the CIA org
