There'd have to be some questions about the dam. Hualien/Taitung had up to 1000mm of rain over 3 days, which is an awful lot, but not that unusual for Taiwan.

I wonder where Hualien rates on the world-scale of most dangerous places to live in terms of natural disasters. It would have to be up there.
