This is the precipitation chart for today (1pm). According to this chart, we have had 30+ ml today, but here at least, there hasn't been anything other than trace amounts. I do think we are going to get a decent amount of rain out of that system to the south, but it would seem that they have jumped the gun a bit.
You had 30+ml in Dong He today? Maybe it all magically missed Xing Chang somehow.
