Flooding in UK (General)

I'm not sure if this is a mis-print but: "The Met Office has also issued yellow warnings for surrounding regions saying that 40mm (1.5in) of rain had fallen in the Sheffield area between midnight and noon on Thursday."

40 mil! Over 12 hours. Which caused a stream to break its banks and "trapped hundreds in a shopping mall".

In Taiwan, 40 mil is nothing due to the extensive drainage systems there - wonder if the advent of extreme weather is going to catch out a lot of countries in terms of their infrastructure for dealing with it?
